The Harrisburg City Council met on December 18, 2025 at 8:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson, and Jonathan Brown answering the roll call.

Pastor Lynette Barrette of the First United Methodist Church led the group in prayer and Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Beau McFarlin with AMR ambulance services thanked the council for allowing them to participate in the lights parade. They all had a great time. He also spoke to the council about the recent food drive they held at Harrisburg Kroger. He said the community support was wonderful. They received enough food to keep the blessing box filled for quite some time. The council thanked AMR for their participation in the community. Beau McFarlin said they are looking forward to doing more projects with the city.

Mayor John McPeek informed the council that a bid opening was held at City Hall on Monday December 15, 2025 at 2:00 p.m. for the sale of the used dump truck in the public property department. Mayor McPeek, city clerk, superintendent Jacob Palmer, and Bill Bethel were present. The sealed bids are as follows:

Bill Bethel, Independence Township - $2,800.00

            Ron Maloney, Raleigh - $1,540.00

            Jeff Winters - $2,233.00

            Dakota Vancleve - $750.00

Commissioner Roger Angelly made the motion to accept the sealed bid from Bill Bethel, Independence Township in the amount of $2,800.00 for the dump truck. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes with Commissioner Raymond Gunning abstaining. Motion carried.

Mayor John McPeek informed the council that a bid opening was held at City Hall on Tuesday December 16, 2025 at 2:00 p.m. with Mayor McPeek, city clerk, city treasurer, superintendent Jacob Palmer and superintendent Jason Haney were present. The sealed bids for the demolition of the following properties are as follows:

605 N. Jackson Street:

                KL Boatright:  $9,995

                B & M Land Management:  $10,000

                Boaz Excavating:  $11,500

                Wasted Disposal:  $10,000

Commissioner Raymond Gunning made the motion to accept the sealed bid from KL Boatright for 605 N. Jackson Street in the amount of $9.995.00. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

601 N. Jackson Street:

KL Boatright: $8,525

                B & M Land Management: $6,000

                Boaz Excavating:  $11,500

                Wasted Disposal:  $9,500

Commissioner Raymond Gunning made the motion to accept the sealed bid from B & M Land Management for 601 N. Jackson Street in the amount of $6,000.00. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

18 S. Cherry Street:

KL Boatright: $13,800

                B & M Land Management: $10,000

                Boaz Excavating:  $14,500

                Wasted Disposal:  $11,000

Commissioner Raymond Gunning made the motion to accept the sealed bid from B & M Land Management for 18 S. Cherry Street in the amount of $10,000.00. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly asked if the fire department could have a controlled burn on some of these houses. Fire Chief John Gunning said it is possible if there is no close exposure to any other buildings or houses.

Commissioner Raymond Gunning made the motion to approve Ordinance 1928 for the 25/26 tax levy. Seconded by Commissioner Jonathan Brown. A roll call vote was taken with all present voting yes. Motion carried. Mayor John McPeek informed the citizens the city’s tax levy has not been raised.

Justin Dartt with Dartt and Company LLC presented the FY 25 audit. He appreciates being able to work on this audit. The city is caught up with all audits, and his office will be ready to start the next audit after this fiscal year. He discussed the audit with the council. He said the audit went well and his office works well with the city treasurer’s office and city clerk. The details are listed in the audit report which will be available on the city website. He thanked the council and said he will be back next year. Mayor John McPeek said the council will need to approve the audit during the next meeting.

Mayor John McPeek stated the Rose Block Antiques has submitted a TIF Façade application. She has made more improvements to the old Durhams Hardware building. Commissioner Raymond Gunning made the motion to approve the TIF Façade application from Rose Block Antiques. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Jonathan Brown stated he is looking at ways to save money. He had a meeting with the fire chief. He presented five different options for services, but Commissioner Jonathan Brown does not believe the city can run their own ambulance service. Commissioner Raymond Gunning said the fire department does a great job and provides a good service.

Commissioner Jonathan Brown has received several phone calls about the city bidding the insurance. He believes it is a good idea to bid out the city insurance and will be on the agenda in the near future.

Assistance Police Chief Zachary Popetz said Shop with a Cop was held last week. They had about 190 kids at $100.00 each. This program is sponsored through donations. He said several other departments helped with the program.

Commissioners Roger Angelly and Rupert Johnson wished everyone a Merry Christmas and Happy New Year.

Mayor John McPeek wished everyone a Merry Christmas and a Happy New Year. He hopes 2026 is a great year. Please stop littering.
