The Harrisburg City Council met on September 18, 2025 at 8:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.
Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson, and Jonathan Brown answering the roll call.
Pastor Lynette Barnett of the First United Methodist Church led the group in prayer and the Pledge of Allegiance.
Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Citizen Sharon Vandenberg complained about the boil orders. She also wants the police department to address the issue of citizens running the stop signs in her neighborhood.
Citizen Les Yarber preached to the city council.
Citizen Allen Porter asked if he could set up a table and pass out signs during the Sasquatch Festival.
Citizen Angela Golish would like the council to consider putting solar lights on the bike path.
Fire Chief John Gunning informed the council that the mobile home has been installed at 103 E. McHaney Street. They are eligible for their deposit refund of $500.00. Commissioner Raymond Gunning made the motion to approve the mobile home deposit refund of $500.00 for 103 E. McHaney Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Matt Tosh with Brown and Roberts, Inc. presented a change order from Wiggs Excavating for the 2020 DCEO/RLF watermain project. This change order is a decrease of $23,865.20 regarding materials. Commissioner Roger Angelly made the motion to approve the final Change Order #3 decrease of $23,865.20 from Wiggs Excavating. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
City Treasurer Alex Jackson presented a Business District/Veterans Drive TIF application from H.E. Mitchell which is located at 600 E. Walnut Street. They will be renovating their building along with the construction of a new building as an expansion. They will be adding about 1600 square feet and additional employees. The projected cost is $200,000. Our economic developer recommends a one-time 15% grant upon completion of the project. Commissioner Raymond Gunning made the motion to approve the 15% grant application from H.E. Mitchell. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
City Treasurer Alex Jackson presented a TIF application from JMAG, LLC. This property is located at 4 S. Commercial Street (Old Walgreens) and will be converted into office space for JMAG. The list of renovations is included in their application. This business currently provides seventy-five local jobs. The estimated project is $1.4 million to $1.7 million dollars. Our economic developer recommends an annual payment over five years in the amount of $50,000.00 per year. Commissioner Raymond Gunning made the motion to approve the TIF application agreement with JMAG. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters discussed the opioid litigation with the council. The City of Harrisburg currently participates in the settlement, but there have been new manufacturers/distributors added to the class action lawsuit. He needs council approval to proceed with participating in the opioid litigation. Commissioner Raymond Gunning made the motion to proceed with participating in the additional class action lawsuit as presented by Attorney Kolby Smithpeters. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters presented the council with a purchase contract for 605 S. Jackson Street. The city can obtain this property from the trustee for $820.00, and it is a demolition project. The mayor will sign the purchase agreement. Commissioner Roger Angelly made the motion to purchase 605 S. Jackson Street for $820.00. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters discussed the proposed easement request from Ameren Illinois. Ameren is upgrading the existing single-phase electrical line to a three-phase electrical line. Ameren Illinois is requesting an easement agreement for this project. Commissioner Raymond Gunning made the motion to approve the easement agreement with Ameren Illinois. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek stated that he, Commissioner Jonathan Brown, and City Treasurer Alex Jackson have talked with Provolus. They are interested in coming to Harrisburg, which will provide anywhere from 75-100 jobs. They are a call center for businesses with IT issues. Commissioner Roger Angelly made the motion to authorize city attorney Kolby Smithpeters to draft a redevelopment agreement between the city and Provolus. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Commissioner Roger Angelly asked to table the discussion about some ditch work needing to be done. He will meet with the city attorney and get some information for the next meeting.
Commissioner Roger Angelly thank everyone who made the jeep run a success. He said he had a great time.
Commissioner Rupert Johnson made the motion to authorize the city clerk to advertise for the 2025 fall clean up. Clean up will be from October 06, 2025 through October 17, 2025.
Mayor John McPeek the Shawnee Sasquatch Golf Tournament is September 27 at Shawnee Hills Country Club. The tournament has eighteen teams and there are thirty sponsors for this event.
He reminded citizens of the upcoming 5th Annual Shawnee Sasquatch Festival on October 04, and please, please, please stop littering.
