The Harrisburg City Council met on September 04, 2025 at 6:00 p.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson, and Jonathan Brown answering the roll call.

Pastor Jerry Wells from the Dorrisville Social Brethren Church led the group in prayer and the Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Citizen Cindy Johnson spoke to the council regarding the road issue on Ford Street. She said in 1985 the new road was built and over time it has been eroding. The city has attempted to fix the problem by blacktopping the road. However, with heavy traffic and large trucks driving down Ford Street, it is making the problem worse. There is six to twelve feet of air between the roadway and sewer line. There is a five-ton weight limit that drivers are not adhering to. She is asking the council to address this issue. Commissioner Roger Angelly stated the council will look into it.

She also stated a light needs to be installed on the new extension. You cannot see people walking or bicycles coming down the road. Mayor John McPeek said he will have Superintendent Kenny Mayhall look at the lighting situation and get that taken care of.

Commissioner Roger Angelly asked Jim Brown about possible grant funding to fix this roadway. Jim Brown encouraged the council to talk to an economic development agency since there is growth in that area. Commissioner Roger Angelly asked Jim Brown if there would be any grant funds to help with the sewer line on Ford Street.

Commissioner Jonathan Brown asked if MFT money could be used to repair the road. Jim Brown said yes the MFT money could be used. Commissioner Rupert Johnson said it would take all the MFT money to fix this one road and the other roads would be able to get repaired. The council agreed to have Jim Brown begin researching grant funding and to look into how best fix the road issue on Ford Street.

Citizen Stanely Rowlen was not present.

Mayor John McPeek stated the mobile home on Beggs Place has been installed and is eligible to receive their damage deposit. Commissioner Raymond Gunning made the motion to approve the $500.00 mobile home damage deposit for Bronston and Stephanie Walker at Beggs Place. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek discussed several properties that need demolished. The council would like Attorney Kolby Smithpeters to begin the process to obtain demolition orders for the following properties:  601 N. Jackson; 605 N. Jackson; 815 S. Cherry St; 108 S. Jackson St. Commissioner Raymond Gunning made the motion to authorize Attorney Kolby Smithpeters to begin the process to obtain properties or obtain a demolition order.  Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Jonathan Brown explained the different types of city funds. He wants the citizen to be aware of how these funds are utilized.

General Fund: This is funded through sales tax, income tax, fees, cemetery burials/plots. This is like a catch all fund. Property tax money is used for pensions and insurance.

Business District Funds: .75% of the sales tax goes into the Business District fund. Only certain projects can utilize this money. It can be used for revitalization, incentive to businesses, and must be an economic component when used. The funds can only be used in the business district area.

TIF – Tax Increment Fund which is used in properties within the TIF zones. This helps home improvements, incentives to businesses, and helps upgrade the property. When the property is upgraded, the property taxes go up which funds TIF.

MFT – Motor Fuel Tax is based on fuel tax and the city population. This money can only be used for roadways, salt, rock, and oil/chipping projects. The sales tax from this is good for the city.

Grant Funds – This money is for specific projects. When grant funds are received, you cannot use the money for just anything. It is project specific. The city is always looking for grant opportunities.

Commissioner Jonathan Brown wants everyone to know the rules and that the city must follow the rules with each fund. He wants to focus on getting new businesses in Harrisburg and to increase the population. The growth will help the city. He encourages citizen to contact him, so they can better understand how things work.

Commissioner Rupert Johnson made the motion to approve Resolution 25-0904 for the street closure during the 2025 Sasquatch Festival. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek announced the following upcoming events:

            October 03 – Friday night kick off to the Sasquatch Festival at the Deer Shed

            October 04 – 5th Annual Sasquatch Festival

            October 23 – Boo in the Burg

            October 24 & 25 – Haunted Forest at the Saline Co. Fairgrounds

            October 31 – Halloween

Commissioner Roger Angelly made the motion to adjourn. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
