The Harrisburg City Council met on June 04, 2026 at 6:00 p.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.
Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning and Roger Angelly answering the roll call. Commissioners Rupert Johnson and Jonathan Brown were absent.
Pastor Jerry Wells with the Dorrisville Social Brethren Church led the group in prayer and the Pledge of Allegiance.
Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek stated there was a sealed bid opening for a water/sewer truck in City Hall on June 02, 2026 at 2:00 p.m. Those present were Mayor John McPeek, City Clerk, City Treasurer, and Superintendent Jason Haney. The city only received one sealed bid, and it was from Jim Hayes, Inc. Jim Hayes, Inc. offered the city $500.00 for the Ford F150 and $500.00 for a Chevy 1500 truck. The total price for a 2026 Ford F-150 4x4 without trade-ins is $45,689.00. The council decided not to trade in the two trucks.
Commissioner Roger Angelly made the motion to accept the sealed bid from Jim Hayes, Inc. in the amount of $45,689.00 for a 2026 Ford F-150 4x4 truck. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Jim Brown with Brown and Roberts, Inc. discussed the Sloan Street resurfacing project. Some new information has been released regarding the IDOT stop lights. The proposal includes removing the loop system and going to a camera system. These are improvements that are being implemented throughout the state. There are two options: 1) the city can proceed with the Sloan Street repairs now and spend the money or 2) wait until next year when IDOT removes the loops. Commissioner Roger Angelly said it does not make sense to spend money on the repair when the state will tear up the roadway next year. The council agrees to wait on the Sloan Street project until next year.
Jim Brown said he will submit the design plans for approval, wait until next year to work with IDOT and the new camera system and then proceed accordingly. Superintendent Kenny Mayhall said he will continue to fill the potholes until they city proceeds with the necessary repairs next year.
City Treasurer Alex Jackson stated the city could use FAU money instead of MFT money. Superintendent Kenny Mayhall agreed because a majority of the MFT will be going to the Chicago Transit System. The money they have in the MFT account can be rollover to next year. Jim Brown stated the city does not lose the money they have been given and it can be saved.
Mayor John McPeek stated the council will go into executive session to discuss collective bargaining.

City Treasurer Alex Jackson informed the council that Weissmancorp, LLC has requested TIF/Business District Funds to renovate the Arrowhead Shopping Center. Moran Economic Development suggest the city offers them $600,000 upfront and $300,000 over the next three years. If this group does not proceed with the project, the city will not be out any money.
Commissioner Roger Angelly is in favor of the redevelopment as long as it generates jobs. City Treasurer Alex Jackson stated it will generate job and sales tax. Mayor John McPeek believes this project will keep Rural King and Showplace Cinema from leaving.
Commissioner Raymond Gunning made the motion to approve the funding request for the redevelopment of Arrowhead Shopping Center as proposed using Veterans Drive TIF and Business District Funds. Seconded by Commissioner Roger Angelly. A roll vote was taken with all present voting yes. Motion carried.
Mayor John McPeek stated the council will go into executive session to discuss property acquisition.
Mayor John McPeek said the first Summer Sunset Concert was held at the amphitheater and it was successful event. There will be more concerts at the amphitheater. The next Summer Sunset Concert will be July 01, 2026.
Mayor John McPeek made the following announcements:
June 13 – BBQ Festival at the Amphitheater starting at noon.
July 04 – Parade, Live Music, Food Trucks, and Fireworks at the Amphitheater
August 15 – Sasquatch Jeep Run
