The Harrisburg City Council met on May 07, 2026 at 8:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.
Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson, and Jonathan Brown answering the roll call. Commissioner Raymond Gunning attended via telephone.
Pastor Jerry Wells with the Dorrisville Social Brethren Church led the group in prayer and the Pledge of Allegiance.
Commissioner Roger Angelly made the motion to approve the consent agenda.

Seconded by Commissioner Jonathan Brown. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek stated there was a bid opening in City Hall on March 06, 2026 at 2:00 p.m. for a dump truck. Those in attendance were Mayor John McPeek, City Clerk Terri Jenkins, City Superintendent Jacob Palmer, Superintendent Jason Haney, and Superintendent Kenny Mayhall.
The city received one sealed bid from Jim Hayes, Inc. for a 2024 RAM 3500 4x4 in the amount of $63,867.00. Commissioner Raymond Gunning made the motion to accept the sealed bid from Jim Hayes, Inc. for a 2024 RAM 3500 in the amount of $63,8647. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Matt Tosh with Brown and Roberts, Inc. discussed the Lover’s Lane sewer project. The city submitted a grant for three areas, and this is one of the areas which has been approved. He believes there will be construction money to follow with this grant. Matt Tosh would like to submit a nomination form to include the Revolving Fund Loan which gives additional options. This project is estimated at $2.6 million dollars. Commissioner Roger Angelly made the motion to submit a nomination form for the Lover’s Lane project. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek stated the council will not go into executive session to discuss collective bargaining.
Mayor John McPeek stated Harrisburg Car Care has applied for TIF Façade funds. He will be having new shutters/awning, exterior lights, and a roof to his building. He will receive up to a $5,000 reimbursement. Commissioner Roger Angelly made the motion to approve the TIF Façade application for Harrisburg Car Care. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek stated Stout House has applied for TIF Façade funds. He will be having a mural painted on his building. He will receive up to a $5,000 reimbursement. Commissioner Raymond Gunning made the motion to approve the TIF Façade application for Stout House. Seconded by Commissioner Jonathan Brown. A roll call vote was taken with all present voting yes. Motion carried.
Commissioner Raymond Gunning thanked the Mayor and Public Property Department for the landscaping uptown and at the Fire Station.
Commissioner Roger Angelly made the motion to authorize the city clerk to advertise for sealed bids on a truck. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Commissioner Roger Angelly stated the Consumer Confidence Report has been completed and it will be posted on the city website, city clerk's office, water office, and SI Dollar Saver.
Mayor John McPeek made the motion to reappoint Kerry Jones to the merit board. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek made the motion to reappoint Mike Gauch to the police pension board. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek stated he would like to table the appointment for the airport board.
Mayor John McPeek announced the following upcoming events:
Memorial Day Service – May 25 at Little Arlington Cemetery at 10:00 a.m.
BBQ Festival – June 13, 2026 at the City Amphitheater
July 4th Activities – City Amphitheater
Jeep Run – August 15
Mayor John McPeek stated that Adam Gossett from AMR has been a big help with the BBQ Festival.
Commissioner Roger Angelly made the motion to adjourn. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
