The Harrisburg City Council met on August 07, 2025 at 8:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.
Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, and Rupert Johnson answering the roll call. Commissioner Jonathan Brown was absent.
Pastor Bobby Gentry of the River of Life Pentecostal Church led the group in prayer and the Pledge of Allegiance.
Commissioner Roger Angelly made the motion to approve the consent agenda.

There were no citizens comments.
Mayor John McPeek stated there was a bid opening at City Hall on August 05, 2025. The following individuals were present: Mayor John McPeek, City Clerk, City Treasurer, Superintendent Kenny Mayhall, and Superintendent Jacob Palmer.
The City of Harrisburg received one sealed bid for a skid steer for the public property department. The sealed bid was from Little Tractor in the amount of $50,599.
Commissioner Raymond Gunning made the motion to accept the sealed bid from Little Tractor in the amount of $50,599.00 for the skid steer. Seconded by
Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
The City of Harrisburg received two bids for the demolition of 125 W. South Street. The sealed bids are as follows: Wasted Disposal: $6,500.00 and Boatright Excavating: $5,495.00.
Commissioner Roger Angelly made the motion to accept the sealed bids from Boatright Excavating in the amount of $5,495.00 for the demolition of 125 W. South Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
The sealed bids for the sidewalk projects are due August 17, 2025 by 2:00 p.m. at which time those sealed bids will be opened at City Hall.
Josh Knight with Brown and Roberts, Inc. discussed the Harrisburg Lake survey as requested by the council. The estimate for this project is $25,000 to $30,000 with the final cost based on their hourly rate. The scope of the work consists of surveying the boundaries of Harrisburg Lake as shown in the attached exhibit. They will mark the boundary corners and prepare the survey plat. He will conduct the survey later this fall. Commissioner Roger Angelly made the motion to approve the survey of Harrisburg Lake by Brown and Roberts, Inc at the estimate price between $25,000 and $30,000. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters presented the amended ordinance for the ambulance service changing the lift assist and refusal fee within the city from $350.00 to no fee/charge. This will not affect Abbott EMS, nor will it violate their contract. Commissioner Raymond Gunning made the motion to approve Ordinance 1923 amending the fee for lift assistance. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters informed the council the owner of 719 W. Lincoln Street is willing to deed the property over to the city. This property caught fire, and the property needs to be cleaned up. This would be a house the city would have had to file for a demolition order. With the owner deeding it over to the city, the city can clean it up and then sell it through the sealed bid process. Commissioner Roger Angelly made the motion to authorize Attorney Kolby Smithpeters to acquire the deed to 719 W. Lincoln Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
Attorney Kolby Smithpeters presented the resolution for the 2025 Designated Festival District Area for the Sasquatch Festival. Commissioner Raymond Gunning made the motion to approve Resolution 25-0807 for the 2025 Sasquatch Festival. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Mayor John McPeek tabled the discussion regarding the participation agreement and resolution for the Provalus project.
Police Chief Nathan Moore stated the board is meeting tonight to approve the drug task force agreement with the city. He will have the contract for the August 21, 2025 council meeting. Mayor John McPeek tabled this for the next meeting.
The following departmental reports were given:
Superintendent Kenny Mayhall – Street/Alley Department: His department has began the oil/chip program; painted all crosswalks and stop bars; installed culverts; replaced 3500 sq. ft of sidewalks; potholes have been filled; dead trees have been removed, and parking curbs in city parking lots have been replaced.
Superintendent Jason Haney – Water/Sewer/Flood Control Department: They have done 602 JULIE locates; seventy-nine water/sewer work orders; 165 water meter repairs made; 857 nonpayment shut offs; 52 water meters installed at Timber Trails housing complex; started a new water main project off W. Church going toward the Park Pool; replaced 12” water valve on main feed line to the water tower; repaired four watermain breaks; continuing water/sewer main maintenance; changed out pump guide rails in sewer plant influent station; finished repairs to north digester at sewer plant, and worked on a sewer main project in Southwest Acres area.
Superintendent Jacob Palmer – Public Property: They had 187 violations closed; completed multiple garbage cleanups; tore down three houses; City Hall remodel is complete; replaced flooring at the Pruett Building along with landscaping and reseeding; added a stamped walkway to 1 E. Poplar Street; installed a new movie screen at the amphitheater; continue to mow the bike path, courtyard, Pruett Building, and amphitheater.
Police Chief Nathan Moore – Police Department: There have been seventeen court appearances; 120 traffic stops; 76 security checks; 98 training hours; one written warning; 13 vehicles towed; one stationary patrol; two DUI’s; 19 accidents; 65 criminal arrest; one juvenile arrest; 158 traffic citations; 81 cases filed, and 1,387 service calls.
Fire Chief John Gunning and City Treasurer Alex Jackson were absent.
City Clerk Terri Jenkins: Normal day-to-day work, working on the Sasquatch Festival for October 04, jeep run on September 13, Soccer Tournament on September 14, and golf tournament on September 27.
Commissioner Raymond Gunning made the motion to authorize the city clerk to advertise for sealed bids on a new SUV police vehicle. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly tabled the discussion about flood control equipment.
Commissioner Roger Angelly congratulated Superintendent Jason Haney on becoming a grandparent. He also said he attended an event that was held in the upstairs auditorium over the weekend. He is pleased to see the auditorium being used. He told Mayor John McPeek that he really likes the new mural being painted at 1 E. Poplar Street.
Mayor John McPeek stated that he and Superintendent Jason Haney are working to get Nixle alerts out to citizens when there is a boil order. There will be a zoom call next week to get that system and all departments will be able to send out alerts as needed.
Commissioner Rupert Johnson made the motion to approve Resolution 25-0807A for the street closure for the 2025 Harrisburg Homecoming Parade. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
